Position Summary
Responsible for leading and overseeing the country supply chain, administration, and safety and security functions to enable effective programme delivery and safeguard staff, assets, and operations across Myanmar. The role ensures efficient and compliant management of procurement, fleet, asset, warehouse, premises, and contract management, while leading security risk management, preparedness, and response in a complex and high-risk operating environment.
Responsibilities

Lead and manage all supply chain and administrative functions in line with the organization's policies, procedures, and donor requirements

Oversee procurement planning and implementation, fleet management, asset management, warehouse and inventory management, premises and contract management

Develop, operationalise, and monitor supply chain processes, tools, and systems to ensure efficiency, transparency, and compliance

Manage and build capacity of the Country Office supply chain team and provide matrix management support to Programme Unit supply chain staff

Collaborate with Programme, Finance, and Partnerships teams to strengthen partner supply chain systems and ensure compliance with partnership and donor requirements

Lead supplier engagement, tender processes, market analysis, contract management, and procurement performance tracking

Manage office setup, relocation, and closure processes, including staff premises and warehouses

Develop and manage the annual supply chain budget and monitor expenditures

Lead the development, implementation, and regular review of the country security framework, security plans, SOPs, contingency plans, and risk mitigation measures

Conduct and update Security Risk Assessments (SRAs), analyse security trends, and ensure timely incident reporting and follow-up

Manage day-to-day safety and security operations across the Country Office and Programme Units

Lead prevention, preparedness, and response actions for security incidents and crises, ensuring timely communication with staff, visitors, and management

Ensure all staff, visitors, and partners receive appropriate security inductions, briefings, and trainings

Build capacity of Security Focal Persons and supervise security personnel, including guards

Maintain regular coordination with regional security advisers, INGO forums, UN agencies, and other relevant security networks

Manage and monitor the annual safety and security budget

Support implementation of Occupational Health and Safety policies and serve as focal point for Women and Inclusion in Security initiatives

Regular updates on communication trees and tree tests, all staff movement plan and staff location mapping

Participate in partner assessments, documenting supply chain and safety and security capacities and recommending risk mitigation measures and engagement conditions

Monitor partner compliance with procurement, security, and donor requirements through regular field visits and reviews

Provide strategic leadership and technical guidance to supply chain and security functions and contribute to country management decision-making

Develop and implement risk management and fraud mitigation strategies

Ensure compliance with organization's policies on safeguarding, child protection, gender equality, inclusion, and Code of Conduct

Provide technical input to audits, evaluations, investigations, and spot checks, and support implementation of recommendations

Contribute to resource mobilisation initiatives related to supply chain, safety, and security

Perform any other duties as assigned by management
